GGI advises UN and 13 South & Central Asian States on Creation of new Regional Peacekeeping Network

The Global Governance Institute advised the United Nations Department of Peace Operations’ Light Coordination Mechanism (LCM) and 13 South and Central Asian States on the creation of a new “Regional Capacity-Building Network for UN Peace Operations”. The creation of this new organization is part of the United Nations and Member States’ efforts to reinforce regional approaches to UN Peace Operations by creating strong networks for advancing cooperation between peacekeeping nations in the realms of training, exchanges of best practices and lessons learned, logistics and equipment and co-deployments. GGI’s Chair of the Board, Joachim Koops, was tasked by the UN LCM’s Herbert Loret and Sophie Aloe to draft the constitutive statutes for the new Regional Peacekeeping Network that is aimed at including Bangladesh, Bhutan, China, Nepal, India, Kazakhstan, Kyrgyzstan, Mongolia, Pakistan, Sri Lanka, Tajikistan, Turkmenistan and Uzbekistan.

The GGI team carried out extensive consultations with diplomatic and military representatives of the 13 states, gathered their input, preferences and objectives for the new regional capacity-building peacekeeping network, and drafted the initial constitutive statutes that outlines the scope, activities and organizational dimensions of the new network. The draft was presented to member states at the margins of the United Nations Special Committee on UN Peacekeeping Operations (the so-called ‘C34 Committee’), who are now taking forward the draft and negotiations for the next steps of the initiative. 

After its initial work for the UN on the regional network by Latin America and the Caribbean countries for peacekeeping, the advice project for the South and Central Asian region marks GGI’s second comprehensive advisory work and support for the UN Light Coordination Mechanism’s efforts to implement the UN Secretary General’s Initiative on Action for Peacekeeping (A4P), its implementation plan (A4P+) and their emphasis on the strengthening of UN peace operations through regional initiatives.
