On 18 September 2025, GGI's Christopher Lamont delivered a keynote at the 11th Annual Public Policy Conference (APPC) in Manila, Philippines.
In his address, “The Global Governance of AI: One World or Many?”, Chris underscored how AI is reshaping governance across borders while exposing deep divides. He contrasted the EU’s rights-based regulatory model with the US emphasis on innovation and export controls, and China’s sovereignty-driven approach, showing how these competing frameworks risk entrenching fragmentation. At the same time, he pointed to the growing role of multilateral processes – from the UN and G7/OECD to emerging AI safety summits – in shaping common standards.
Chris argued that AI governance extends beyond economic policy into the realm of international security, with vulnerabilities ranging from digital infrastructure and cybersecurity to the spread of misinformation. He called for stronger global coordination to address uneven capacities and to ensure that strategic rivalries do not shape the future of AI.
