GGI joins forces with Charles University (Czech Republic), the University of Copenhagen (Denmark), and the University of Bologna (Italy) and the Associate Partners The Guild of European Research-Intensive Universities and the University of Warwick in the new Erasmus+ Cooperation Partnership on Leadership and Institutionalisation of Teaching Excellence – LITE. Running from October 2025 to September 2027, the project is unique by bringing together two core ingredients that have often been identified as drivers of Teaching Excellence, but are often treated separately: leadership for teaching excellence on the one hand and the institutionalization of teaching excellence (including the creation and refinement of Centres for Teaching and Learning), on the other hand. By addressing both aspects and by combining evidence-based research (through large scale mapping exercises and surveys) with the development of tailored training programmes and mentorship schemes for university leaders, Centre for Teaching and Learning staff and wider faculty and teaching and learning staff, LITE seeks to contribute to a systematic enhancement of teaching excellence.

To further widen the ‘community of best practice’ of leaders and experts interested in Higher Education Leadership, LITE will also create a European Network for Leadership and Institutionalisation of Teaching Excellence (ENLITE) – a permanent platform for exchange and policy input on university teaching and leadership in Europe and beyond.

Drawing on its extensive experience at the intersection of education, research, and policy, GGI will lead the development of LITE’s Blended Learning Environment and coordinate dissemination and long-term sustainability efforts. Building on its role as Secretariat of the European Network on Teaching Excellence (E-NOTE) and its work in projects such as Dialogue with a Resilient Future, GGI will help ensure that LITE’s tools and insights reach university leaders, policymakers, and educators across Europe.

The LITE project reinforces GGI’s mission to strengthen global education by cooperating with a wide range of Higher Education institutions and education leaders in the advancement of teaching excellence, innovation and community-building.

The Global Governance Institute has been awarded a new education project on ‘EU-Ukrainian Cooperation for Academic Resilience’ (EU-CARE). Funded by the European Union under the “Cooperation Partnerships in Higher Education” programme, the project brings together three universities (Dublin City University, University of Coimbra and the University of Lviv), the Ukrainian European Studies Association and the Global Governance Institute and as Associate Partner the University of Warwick and its Leadership for Educational Transformation Programme for Ukrainian Higher Education leaders.

Background of the Project

The National Academy of Sciences in Ukraine has described Russia's actions since the full-scale invasion of Ukraine in 2022 as "scienticide," aiming to dismantle Ukrainian science and Higher Education system with devastating consequences. Yet, faced with large-scale loss of life, devastation and unprecedented destruction of infrastructure, the environment and ordinary daily life, Ukrainian society and particularly the Ukrainian Higher Education system have displayed remarkable resilience. In addition, EU partners and their HE institutions have also launched various initiatives to support their counterparts in Ukraine - be it financially, through scholarships for ‘scholars at risk’, hosting researchers fleeing the war and deepening cooperation between the HE system of the European Education Area (EEA) and Ukraine with the aim of reinforcing resilience. EU-CARE not only advances core collective mapping exercises for identifying and further reinforcing ‘best practices’ of effective support measures in the HE field, but also advances mutual learning, peer-mentoring, in-depth training and policy advances on how to build even stronger and long-lasting cooperation between EU and Ukrainian higher education system with the aim of boosting cooperative academic resilience.

Core aims and Activities of the Project

The core aim of EU-CARE is to map, analyze and offer best practices on ‘cooperative academic resilience’ in times of war and major crises.  ‘Academic Resilience’ refers in this project to students, faculty, staff, leaders and institutional set-ups to cope with and fully recover from major disruptions and shocks. EU-CARE will also draw on the wide neurobiological literature on student resilience (achieving academic excellence despite major shocks and trauma) and the resilience of the policy and higher education system context. Crucially, EU-CARE is interested in exploring and concretely advancing ‘cooperative academic resilience’, i.e. building partnerships between EU and Ukrainian Higher Education Institutions for learning from and reinforcing resilient responses and thereby supporting partners in responding to the War against Ukraine and the wider threats to the EU. A core component of EU-CARE consists of dedicated work packages for developing comprehensive training courses, including initial and continuous training for HE staff and advances digital content and pedagogical practices.

GGI’s Peace and Security and AI and Global Governance sections have launched a new research and policy advice project on “The Global Governance of Autonomous Weapon Systems: Policy Gaps, Regulation Challenges and Governance Opportunities”. The project, carried out in partnership with the Global Challenges Foundation (GCF) in Stockholm examines the complex challenges as well as various actors’ recent, current and future approaches related to governing and regulating Autonomous Weapon Systems (AWS), including lethal autonomous weapon systems (LAWS).

The project will focus on the multiple implications of the development and use of AWS and will provide a comprehensive overview of various existing and potential future approaches to their global governance. This includes a mapping and review of the numerous ongoing initiatives and frameworks to address the challenges AWS pose, including efforts by the United Nations (UN GGE, General Assembly, Office of the Secretary General), regional groups, alliances of states and initiatives advanced by NGO alliances. Based on this analysis, the project will identify key policy and legal gaps, the tensions between the fast-paced development of AWS and AI in the military realm on the one hand and the search for the effective governance of AWS and the mitigation of risks they pose. This also includes a discussion of the potential consequences of AWS on warfare, highlighting concerns regarding accountability, human control, and the violation of international laws such as International Humanitarian Law (IHL), International Criminal Law (ICL), and International Human Rights Law (IHRL).

Finally, the project will advance concrete policy recommendations, based on the input gathered from background interviews with more than 40 core experts (including representatives from the diplomatic and military communities, international and regional organisations, NGOs, civil society and academia as well as the private sector) and on outcomes of the discussions of a high-level expert workshop in Brussels in April. It is hoped that the outcomes of this project will lead to the creation of a strong network and evidence-based proposals for approaching the issue of the global governance of AWS more concretely and more effectively.

The Global Governance Institute’s Democracy and Human Rights Unit is leading a new policy and advice project for the European Parliament, focusing on how national parliaments in European Union accession countries can be strengthened to reinforce democracy across the nine countries hoping to join the EU in the future. Implemented in cooperation with Ecorys Poland, the project examines and assesses various tools and past efforts of EU member states, international organisations and NGOs in strengthening the administrative, procedural and political capacities of the national parliaments of Albania, Bosnia and Herzegovina, Georgia, Moldova, Montenegro, North Macedonia, Serbia, Türkiye and Ukraine. The main aim of the project is to advise the European Parliament’s Democracy Support and Election Coordination Group (DEG) as well as the Committee on Foreign Affairs (AFET) on how to reinforce the European Parliament’s parliamentary capacity-building policies and approaches in the context of EU Enlargement. Drawing on an extensive comparative analysis of past and current parliamentary support programmes by EU member states’ parliaments, the Council of Europe, the Organisation for Security and Cooperation in Europe (OSCE), the UN Development Programme (UNDP), the Inter-parliamentary Union (IPU), NATO’s Parliamentary Assembly as well as a wide range of international and local NGOs, the project will identify best practices and concrete examples of how to effectively strengthen and enhance the democratic functioning and impact of national parliaments in the accession countries. The project’s deliverables include an in-depth study based on more than 80 interviews with national and international experts, an extensive mapping exercise and two briefings of members of the European Parliament in Strasbourg (DEG) and Brussels (AFET). The project will serve as an important foundation for the GGI Democracy and Human Rights Unit’s wider work on democratic resilience and capacity-building across the EU and wider global context.

In this study, Dr. Bullock examines a scenario in which the world has created a single AGI that is governed by a specific Global AGI Agency. The report explores the type of AGI that has been created and the institution that governs its use. In this scenario, the Global AGI Agency will be comprised of both the type of AGI and the institution that governs it. Dr. Bullock argues for the development of an Open Agency AGI model, which offers potential benefits in terms of safety, controllability, and transparency compared to Unitary Agent models.

The aim of “Dialogue with a Resilient Future” is to qualify urban and regional development stakeholders to create resilient habitats by making use of key assets such as cutting-edge digital high-tech for data processing and visualisation of current risk zones and potential future improvements, and participative, impact-oriented methods to harness the power of stakeholder plurality to decide for, and build a safer environment. The EU’s Green Deal – as a comprehensive policy framework to measure the progress towards a variety of development/planning parameters like climate, energy, environment, or economy, – will guide the project’s implementation. Through dedicated trainings and development of e-learning, a VR-tour and AR enhanced workshops, this project aims to raise the level of knowledge on resilience, its influencing factors and participation options.

The European Network on Teaching Excellence (E-NOTE) is a project funded by the European Union’s Erasmus+ Strategic Partnership framework. The project brings together university managers, teaching faculty, support staff, PhD supervisors, students and education experts to advance exchanges and best practices in relation to “teaching excellence”. The project examines “teaching excellence” at undergraduate and graduate teaching levels as well as in the context of PhD supervision. In addition, the project addresses core issues related to teaching excellence in the post-Covid19 context, including best practices in physical, online and hybrid teaching realms. E-NOTE will organize trainings and workshops, will release a wide range of reports and seeks to prepare a blueprint for a European Certificate of Teaching Excellence (ECTE)

Peace operations are one of the most important international mechanisms for contemporary conflict management. However, their effectiveness remains the subject of confusion and debate in both the policy and academic communities, and there is a distinct lack of independent, research-based information about the effectiveness of such operations. The Effectiveness of Peace Operations Network aims to enhance the effectiveness of international peace operations by enabling and supporting collaborative research. The Norwegian Institute of International Affairs (NUPI), together with over 40 partners from across the globe, has established an international network to jointly research the effectiveness of peace operations.

With the concept of PoC turning twenty and the UN in the process of reviewing its policy on PoC, the German Federal Ministry of Defence (BMVg) has initiated a process for preparing and in-depth study seeking answers to the challenges related to the implementation of PoC mandates. In order to enhance Germany’s “PoC preparedness” in the future, the study report will place a particular emphasis on how the German Armed Forces, the German Police, the Federal Foreign Office, and the Federal Ministry of Economic Cooperation and Development can contribute to this overarching goal. The study project and the preparation of the subsequent report are carried out by an international research consortium consisting of the Institute for Security Policy at Kiel University (ISPK), the Institute of Security and Global Affairs at Leiden University (ISGA), and the Brussels based Global Governance Institute (GGI). Throughout the project cycle, several workshops will be held in New York City, Washington DC, and Berlin.

The project, coordinated by GGI, examines the core obstacles, prospects and ways ahead for a selected pool of European countries that are currently intensifying, or are likely to intensify, their engagement with United Nations peacekeeping: Ireland, Sweden, Finland, Denmark, Austria, Belgium, the Netherlands and Norway. In addition, the project addresses other issues concerning the role of Europe and the European Union in UN peacekeeping and the re-engagement of larger EU member states, such as France, the UK and Germany. Thematic issues to be explored include, inter alia, the historical record of European countries' participation in UN Peacekeeping, current military capacities of selected countries and the prospects of enhanced inter-organizational cooperation between the European Union and the UN in Peacekeeping.

INFOCORE is an international collaborative research project funded under the 7th European Framework Program of the European Commission. It comprises leading experts from all social sciences dealing, and includes nine renowned research institutions from seven countries. Its main aim is to investigate the role(s) that media play in the emergence or prevention, the escalation or de-escalation, the management, resolution, and reconciliation of violent conflict. INFOCORE provides a systematically comparative assessment of various kinds of media, interacting with a wide range of relevant actors and producing diverse kinds of conflict coverage. It focuses on three main conflict regions – the Middle East, the West Balkans, and the African Great Lakes area. Its findings address both the socially interactive production process behind the creation of conflict coverage, and the dynamics of information and meaning disseminated via the media. INFOCORE focuses on the conditions that bring about different media roles in the cycle of conflict and peace building. It generates knowledge on the social processes underlying the production of conflict news, and the inherent dynamics of conflict news contents, in a systematically comparative fashion. Based on this perspective, the project identifies the conditions under which media play specific constructive or destructive roles in preventing, managing, and resolving violent conflict, and building sustainable peace. INFOCORE reconstructs the production process of conflict-related media contents, focusing on the interactions between professional journalists, political actors, experts/NGOs, and lay publics. It analyzes these actors’ different roles as sources or advocates, mediators, users and audiences in the production of professional news media, social media, and semi-public expert analysis. To assess the roles of media for shaping conflict perceptions and responses to ongoing conflicts, INFOCORE analyzes the dynamics of conflict news content over time. It identifies recurrent patterns of information diffusion and the polarization/consolidation of specific frames and determines the main contextual factors that influence the roles media play in conflict and peace building. Specifically, the project assesses the roles of individual agendas and resources, professional norms, media organizations and systems, political systems, and characteristics of the conflict situation. The INFOCORE project team has taken up its work on January 1, 2014. Its findings and selected data will be accessible to all public. During and beyond the project duration, we invite collaboration by interested researchers and practitioners.

GGI has teamed up with the Stimson Center in Washington DC for a new project on global arms control. The research and advice project “Transatlantic Approaches to Global Arms Control: Opportunities, Challenges and Ways Ahead” is funded by the Heinrich Boell Foundation in Washington DC and seeks to identify concrete paths towards a renewed transatlantic partnership for tackling core challenges in the realm of arms control. The project includes three expert workshops on transatlantic approaches to tackling the challenges of small arms and light weapons (SALWs), chemical weapons and the implementation gap of the Arms Trade Treaty. The project runs until the end of 2021 and will lead to a final public report.
